Cumberland County (PA) Court of Common Pleas Judge Kevin Hess is in his ninth year as an adjunct faculty member at the Law School where he teaches Pennsylvania Practice.

Judge Hess was first sworn in as a common pleas judge in 1985 and then retained for a second ten-year term in 1995. His jurisdiction includes criminal and civil litigation, and he has presided over cases including capital murder cases and complex civil trials.

Judge Hess co-authored the textbook Pennsylvania Civil Practice and has served as guest lecturer at Harrisburg Area Community College, Dickinson College and the Pennsylvania Bar Institute.

Prior to his ascent to the bench, Judge Hess spent fourteen years as a partner in a Carlisle, PA law firm where his practice focused on civil litigation and family law. During the same time period, he was employed part time with the Cumberland County District Attorney’s Office. In 1980, Judge Hess became first assistant district attorney and tried hundreds of criminal jury trials and argued numerous cases on appeal. He also served as a criminal law instructor for both the certifying and continuing education courses of the Pennsylvania Minor Judiciary.

In addition to his accomplishments in the legal profession, Judge Hess was commissioned as an officer in the United States Army in 1969 and, after 25 years of service in the Pennsylvania Army National Guard, retired at the rank of lieutenant colonel.
